Abstract

Here is a summary of results of new information technology development of using the computer for deciding the tasks or syntheses of programs without of the participation of programmers and without of using formal languages. Those innovations are presented mainly, which allow to understand intellectual (knowledge-based) programming essence and his toolbox available for any user.
