The means and methods of modern Information Technology became an important component of every training process. These means are especially important for the Distance Learning that is being developed at fast rate today [1]. However the distance between the student and the instructor had lost its destructive influence on the education process effectiveness. The new information technologies shifted emphasis in learning process to more individual approach to the student, personal contact to the teacher. Therefore the term "Learning via Internet " is used in the work instead of "Distance Learning".
